Windows Installer 3.1

I restored my 410 to its original settings a few days ago and in the process Windows Installer (KB893803) got put on my Add/Remove Programs folder.  Now almost everytime I access the internet, Installer takes about a minute to go throug its process.  This also happens with other downloads.
 
My question: Can I remove Windows Installer without some catastrophe occurring?  As I recall, it never showed up when I first got the 410 in October.     Thanks

sounds like the installer package is corrupt.  if yo ugo to the Microsoft site, and then Downloads, you can reinstall the Windows Installer program.

Well, I tried that but it didn't work.  I also reset to an earlier date a couple of times but system install keeps popping up and taking forever (30-60") to load programs.  Guess I'll have to try a system restore and see what happens.

What is Windows Installer trying to install?

My Windows Installer is corrupt.  I downloaded the installer Package from Microsoft, but because I cannot install anything, I cannot install it.
  I am trying to reload windows completely, and cannot even do that.  I have backed up my whole computer on a backup disk and want to install windows again with the disk.  It would not even do that.  What am I missing.?

If you want to try to fix Windows Installer, post the error message it is giving you.
 
If you want to reinstall, is this a Recovery CD or an actual XP Installation CD?
 
Have you changed the boot order in the Bios to
Floppy
CDROM
Hard drive
 
Did you put the CD in the drive and then reboot?

Thanks for answering. 
The error message is that it is paraphrasing)  " unable to perform the requested task as it is in Safe Mode or has an error in the installer software. "  Tells me to ask the administrator of the network. 
Yesterday I tried loading with the upgrade option.  That did not work
 
I have the Reinstallation CD.  Yesterday when I booted with the cd in the drive, it asked me if I wanted to upgrade or reinstall, so  I assume it is going to the CD first. (I do not have a floppy).
 
I am unable to network with the other computers in the house, so I guess the network sharing software is not working, or I have some security setting that is blocking access to this computer.
 
I will reboot with the Reinstall CD in the drive, and select "reinstall".
 
You will probably hear from me again......
