Check Windows Mail is the Default program to manage email accounts.
What does happens when you click on a "mailto" link?

I have changed the Windows Mail to be the default mail program, and when I click the mail to link, I get a message saying `` A website wants to open web control using this program`
Name Windows Host Process (rundll32)
 
(allow or don`t allow) If I click allow it brings up a blank page in the browser rather than the Windows mail program

In doing some further checking... I cannot make Windows mail the default mail program, I can change it, but it changes to "not default" when I click OK. It says Windows mail cannot be the default mail because it is not properly installed. How do I fix that?

How are you trying to make it the default Program???
If you go to Default Progras (on the Start Menu), and going to the Set your program defaults, that should be OK.
But if that's the one you're using and is giving you problems, try going to Associate a file type or protocol with a program and look for the MAILTO under Protocol (after el the .[ext]) and try to select from there the Windows Mail.
 
That message that Windows Mail is not properly Installed, is really weird, have you installed another mail program? If you open it normally do you receive an error, or it works fine?
