Windows Mail will not send EMail

Whenever I try to send email using Windows Mail, I get the following error message:
 
The connection to the server has failed. Subject 'Hello', Account: 'Laptop', Server: 'smtp.east.cox.net', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E
 
I can receive email just fine, so something must be going wrong with port 25. I've made port 25 allowed in Windows firewall, and added Windows Mail to the list of program exceptions so I am stumped. Why wont Windows mail send email?

check with your ISP, some do not use port 25 for outbound mail anymore, it will be a custom port number your ISP has designated.

Some ISPs requires a outgoing mail verification. Go tot the Tools menu, accounts, go to the properties for the account you are trying to use, on the server tab, check the option for My servers requires authentication test after that.

If you are at a friends house you can (if they are willing) use their smtp server, user name and password for authentication. It should go then.

I think I've figured out the problem. I'm trying to send mail using my laptop connected to an ISP that isn't the ISP I use back home. Tech support says that since I'm hooked up using another ISP, Cox's smtp refuses my connection to prevent spamming using their smtp servers.
