NO ABSOLUTELY NOT

Microsoft Clearly sales retail key at a certain price.

Users discarding their machines, discarding old licenses are collected by these vendors and resold at much cheaper price.

Your Money your rules

Wont recommend

Welcome to the Dell Community @conway543

@XPS_Man not sure what your trying to convey.

It depends on what you mean by "Third Party"

Over the last 20 years I have processed millions of laptops and have "Refurbished" thousands for resale.

Yes I am one of those, a "THIRD PARTY REFURBISHER"

If you can be a little more specific maybe I can help.

Best regards,

U2

I am not gonna share links you can google it

(i don't think it's allowed on these forums)

Third Party sites providing keys at Much cheaper price.

For an example Office Pro plus costs  439$, these site selling it for 99$

Same with windows 10 Licences (both pro and home)

I have see some of our external vendors using these product keys.

Surprisingly they work. As I purchased equipment in Bulk for my Organization I contacted one such vendor and even after 100s of emails exchanged, they couldn't provide me an acceptable answer. I did some more digging with my Microsoft Contact, I came to know this truth.

@U2CAMEB4ME  I am not blaming all the "Third Party Retailers"

Yes if you are purchasing a refurbished product which already had a legit windows 10 license, there is no harm purchasing it.

OP asked about third Party windows product keys.

@XPS_Man

That's why I asked the OP to be a little more specific.

The COA's/Licenses we purchased were from one of the companies Microsoft permitted to sell them.

So they are 3rd party but we could not resell them.

They had to be electronically and physically attached to a "Refurbished" laptop/desktop.

For Refurbishers as of 2021 they have eliminated COA stickers and media [DVD]

Lets not forget the ones sold on eBay or Amazon are all "3rd party" sales.

But make sure to purchase Sealed Original products.

Best regards,

U2

NOTE:

Until W11's official release:

Any W7 Pro COA/License will activate W10 Pro!!!

Any W7 Home COA/License will activate W10 Home!!!

Only Microsoft Keys are Legit.  If you want support from microsoft you must buy windows retail or directly from microsoft.

MSN Developer Keys are often sold as Legit keys.

Once Microsoft finds these they block them.

Microsoft has cancelled the Refurbisher Program.

Microsoft no longer offers citizenship licenses for MS Office to nonprofits.

Microsoft Authorized Refurbisher no longer means what it used to and once the OEM DVD supplies are gone they will never be available again.

Microsoft used to run both the Microsoft Authorized Refurbisher (MAR) Program and Registered Refurbisher Program (RRP), each of which provided legal avenues for refurbishers to obtain low-cost legal copies of Microsoft software.

Cancelled Registered Refurbisher Program (RRP)

Microsoft notified RRP participants it would eliminate RRP and make optional that MARs could resell licenses and provide support to organizations that register as third-party refurbishers.
Those third-party refurbishers must enter into agreements with the MARs but only If the MAR wants to. Hundreds of refurbishers in North America were participating in the RRP.  The vast majority of MARs have decided to not to resell licenses to third-party refurbishers.

The letter from Microsoft "The End"

This communication is to inform all Registered Refurbisher’s both Commercial & Citizenship that Microsoft will retire the Microsoft Registered Refurbisher Program effective October 1th, 2020.

Microsoft will not be renewing the Microsoft Registered Refurbisher Program Agreement, (including all extensions, the “Agreement”). However, to keep supporting our Register Refurbish Ecosystem, in the next couple of months we will be announcing a new path for partners to access licenses under the Refurbisher program.

Please note: The current Agreement is valid until June 30th, 2020. Microsoft hereby grants certain extensions to the Agreement as stated below.

RRP application

No new RRP applications will be processed after June 15th, 2020.

RRP COA Orders

Partners can order licenses (Commercial & Citizenship) until September 30th, 2020. Starting October 1st, 2020 partners can no longer order RRP Licenses (Commercial & Citizenship).

Obtaining RRP Product keys

Partners can download product keys from the RRP portal and install on a Qualified PC until December 31st, 2020. Downloaded Product keys will not expire and will be valid for use after program closure. Partners will not be required to return unused COA. Partners will not have access to download product keys after December 31st, 2020. There are no refunds for the return of Citizenship COAs.

RRP Portal

The RRP portal will remain active until December 31st, 2020 except of COA ordering (available to September 30th 2020 only). Please ensure that all records are retrieved from the portal prior to December 31st, 2020.

Distribution

Partners may distribute Product on Refurbished PCs until stock is depleted. Distribution rights in section 2 of the Agreement shall survive expiration or termination of Agreement only until the earlier of all Refurbished PC stock is sold or June 30, 2021. Except as expressly set forth above, nothing in this communication shall be deemed to amend, waive, or modify the terms of the Agreement. Microsoft explicitly reserves all of its rights or remedies with respect to any other terms of the Agreement.

Acquiring and or distributing Product during this extension signifies Registered Refurbisher’s agreement to the terms of this extension.

This is also why I recommend getting an OEM DVD now because when these are gone they will NEVER be available again.  I recommend PRO over home due to the Microsoft Account Requirement for Home.

Home also doesnt allow group policy or domains so its mostly not useful and will die when microsoft stops renewing boot certificates for 10 in 2025.

win10 64 bit recovery DVD no license key

You can also now buy the disk with a COA key OEM and it will work on ANY dell with valid non blocked 7, 8, 10 key. This would be required for Older XP VISTA 7 model that will Run 10 but its not supported like the Optiplex GX320 620 745 755 360 760 960 etc.

@speedstep

Is there a reason for posting something that is well known and was published over a year ago???

Yes we no longer include a "COA Sticker and DVD" when selling a Microsoft refurbished laptop.

The licenses are purchased from an authorized wholesaler.

And the keys are now emailed.

During activation a log is created and this log is returned to the wholesaler.

Who then sends it to Microsoft.

Regards,

U2

"Is there a reason for posting something that is well known and was published over a year ago???"

I @speedstep have to disagree entirely that this is well known especially by users.

The reason for posting the information is simple. This is not well known and is asked about all the time.   Buying an OEM System Builder DVD with Disk gives the user a COA and Recovery Media that works on ALL Dell models both Desktop and Laptop.  Doesn't require the user to create microsoft account for Pro and Does not require the user to be ONLINE to login to their system.
