Windows Task Manager not working correctly

Question

When I hit Ctrl+Alt+Del or even when I try and run it off the task bar the Task Manager only pops up with the CPU usage graph and nothing else.  Does anyone know how to fix this? To better explain I mean that it shows only the CPU graph and there are no tabs for running processess, tasks, etc.

Double click on the top header titlt bar to bring it back to normal.
