Windows Vista Learning Program won't open=What is a viewer?

Question

Dell has a Windows Vista free learning program on it's site but when I try to go into it they say 'Can't run viewer' if you have installed this yourself rerun setup, other wise contact system adm. which I have none of. What is a viewer???
