If it does not, than either get windows xp or find another bank.  Cannot think of anything else.  They probably will at some point.

I am considering changing it to XP for this reason but did not know how complicated this may be.

Any advice on this would be helpful

You sure it's not a browser issue? Some sites won't work with IE7. If it's a browser issue, ask your bank what web browsers they support. You might be able to use Firefox.

Your operating system has nothing to do with accessing a web site. The bank support dept is incorrect. You can change the security and privacy settings of IE 7 to allow access to their site, adjust your firewall settings or even use another browser. Do not even consider XP as a solution.

You can also use Opera to fool that site into thinking you are running xp

Listen to MaryG!  The most common reason your bank page won't open is because you are not allowing cookies, next most common is your firewall setting.  When you use certificates, make certain they are valid and registered in internet options. Ask for support from somebody else at the bank from their internet support  IE 7 will open virtually all pages and it makes no difference if you use Vista.
