Your system is a 2007 system and long out of warranty. Dell are not allowed to stocker Windows Vista Reinstallation DVDs and Microsoft have removed Windows Vista Digital River setup files. The OS has no IE10/11, Office 2013 support and no installation media. It can be thought of as obsolete. Install Windows 10 Insiders Preview instead and use it as a stepping stone to get to Windows 10 RTM:

A vista system should have a COA Sticker.

You then need to use the VERSION of windows to find a VISTA Disc on ebay that matches your version.  If your sticker is rubbed off or otherwise unreadable the VISTA HOME Basic Disk works on systems with Higher version of the OS SLP.  So if you are not sure then the Basic Disk is your best shot.  You can find these on ebay for a limited time.  Once all the ones out there are sold they are gone forever.

AKA Vista Home Basic, Vista Home Premium, Vista Business,  Vista Ultimate.

Both windows 7 and Vista are end of sales so that media will not be forthcoming from Dell.   Windows XP, VISTA, 7 and 8 are deprecated.

The current version of windows is either Home or Pro and its version 8.1 in the stores.

I have seen 8.0 Pro online for less money aka  $119 for home and $199 for pro which after TAX is $212 where I live.

Dell does not sell raw software.

Dell sells computers with operating systems.

Windows 7 Starter, Home and Ultimate are End of Sales.

Note that when the retail software product reaches its end of sales date, it can still be purchased through OEMs (the company that made your PC) until it reaches the end of sales date for PCs with Windows preinstalled.

This thread is about a Vista system so its irrelevant whether Dell sell new systems with Windows 7 or not.
