Windows XP does not install on Optiplex GX150

I have an Optiplex GX150, with a 1ghz CPU, 256mb RAM, and a 10Gb hard drive.   BIOS is version A11.  All parts are original except the 2nd hard drive I used as a test swap.
 
I am trying to do a clean install of Windows XP.  Using the Windows XP install CD, I deleted the partition first.  Then I told it to format using NTFS.  At the end of the format process (it actually goes through and formats the drive, showing the progress bar go from 0% to 100%), the computer says that it was not able to format the drive.
 
I have another 10Gb hard drive and tried to do the same with the same results.
 
I am able to delete the partition on both drives, format in NTFS, and install Windows 2000 on each of the drive with out problems.
 
Any help would be appreciated.

I know for a fact the XP does run on that machine.  I use this procedure:
 
Delete the partiton
Recreate it
Quick format with NTFS
Install
