Are your computer member in a domain?
 
If not, try to reset the firewall settings from Control panel/Firewall and in the advanced tab press the reset to default button.

Krakowers,

You need to provide more information. What edition of XP are you using, Home or Professional? Is the computer a stand-alone installation or are you on a network? Do you received the error messages when trying to modify the settings in the Security Center in Control Panel?
