Windows XP Pro Shut Down Problems

The last few times I've shut down Windows XP Pro it doesn't shut down.  It hangs at the Windows screen with the message "Windows is shutting down".   I've left it there over 30 minutes without my system shutting down.  I have an XPS 700 running Window XPS Pro Service Pack 2 with all updates installed.  Any ideas what the issue might me.

Does a box that says.. "Programming shutting down" appear? If so, does the box have a "progress" bar that shows that it is actually trying to shut down the program? Let me know so i can give you more directions on how to fix this problem.

Do a restart again and do a disk cleanup and defrag then restart. Then look for your Prefetch and Temp folders in your C:\WINDOWS folder and delete all files in those two folders Prefetch and Temp. Do not delete the folders just the files in those two and restart again.
