That's what you have to do. In Windows Explorer navigate to C:\Documents and Settings\Account_name\Start Menu\Programs and create new folders and drag programs into them.
The other option is to right-click Start, select Properties then click the Customize button next to Start menu. On the Advanced tab check Scroll Programs. This will produce a single scrolling column of programs rather than the multiple column display you currently have.
You could also use Start > All Programs , right click on a program & "Rename" long names to shorter names.
If you reduce the longest name in any column it will reduce the width of all columns to the column now showing the longest name.
