To restore the computer to its original state when you got it, there should be a feature on your computer called "Dell PC Restore", which may be accessible either through pressing F8 on the keyboard at its boots up, or pressing F12 and choosing "Boot to Utility Partion" or something like that. I'm not sure exactly but your system should have some kind of restore feature on it.

If not that, you will need to get the Windows XP Installation CD and install the operating system again by loading the CD suring boot (IDE CD-ROM Device).

Is it the same about Vista?

Ahhh... someone else will have to fill that in for you I'm afraid, I'm more of an eXPert :D

Vista should have a very similar structure to what I have told you, but I'm not sure if Dell have given you a Vista reinstallation DVD.

Sorry for the late reply on this, as I have been out of the office the last two weeks.

For Dell systems running Vista, you can do the PC (aka Image) Restore by pressing F8 just after the Dell splash screen goes away, as if you were trying to start up in Safe Mode.  When you get to the menu asking how you want to start the system (Safe Mode, Safe Mode w/Networking, etc) there will be an option to run the Dell PC Restore.  I don't remember the exact wording, but it should be obvious.  From that point forward the restore process works just as it does in XP.
