Windows XP Splash Screen
hello,
I am seeking help. I was trying to install a windows xp security update on my dell inspiron 9300. However, the updates could not be successfully installed, for whatever reason. I contacted microsoft, and a tech support person told me to adjust the registry so that i could have "administrator privileges." I did that, then downloaded the update, without installing it, and restarted my computer as windows told me to. However, on bootup, i came to the blue windows xp splash screen, after which normally my user account and everyone else's account in my family shows up. however, my computer stalls at the blue splash screen, even when i try to boot up in safe mode.
I contacted dell tech support via phone, and they made me run a hardware check...everything was fine. they told me the problem was with my software, for which they charge a ridiculous amount for tech support. i was unaware that they no longer offer tech support on OS software as I have owned dell computers all my life and always received support without being charged.
regardless, since dell conveniently no longer gives a system restore cd or backup OS CD like they used to (which is also new to me, as i never had that problem with dell before), and they are unwilling to send me a copy, i am stuck. i know of the "system restore" option, but what good is that if i cant even get into my computer.
Please help. Its very frustrating that dell no longer provides a copy of the OS cd.

You should be able to run PC Restore without the ability to boot to Windows. See this.
Regardless, you are entitled to an XP Reinstallation CD. See this post and the two immediately following it.
