I found this answer on another forum that you may be able to try.

You need to boot with the Admin account. If necessary, boot into Safe Mode. Go to Control Panel, User Accounts, and set yourself up or verify, as Administrator. Or create an Administrator account for you.

If you are the only user, other user accounts are useless, even with passwords.
