WinXP SP2 Start menu program folders won't open

Question

1. Left click on Start button
2. Hover over All Programs.... Programs and Program folders appear
3. Hover over any Program folder and right click.... menu appears
4. Select Open or Explore from menu.... nothing happens (folder or explorer should open)

I've deleted the program that caused the problem. It was called FineCrypt. It was an encryption program that I wanted to use to encrypt a text file that I keep all my internet accounts and passwords in (I don't trust the netscape browser to do it although I do like netscape 7.2 better than any other browser I've tried) and to encrypt medical and other information that I can then attach in email messages. I've since found an encryption program that seems to work fine: Cryptainer. Thanks again for the help.
