You could try and set compatibility mode to Win 95. Right click on the exe file of the program, click properties, compatibility tab, check the box run this program in compatibility mode for choose Win95 or maybe win 98, click apply, OK. If that does not work, the app will not run in XP. Not all 16 bit apps can, because XP does not allow them direct access to resources and if the app is coded that way, it won't run.

The XP16 bit fix you posted works until I shut down or re-boot, then the same problem occurs again. Any suggestions? Thanks.
