XP Running Slow, high process load, HELP!

Ladies and Gentlemen,
 
My machine has been running extremely slow.  Upon restart, or idle for sometime, the system usage will drop back to normal levels. 
 
I have run a full antivirus system scan, always been virus protected, just updated to Norton AV 2005, with full updates and a full system scan.  All spyware/adware/Junk that can be found with SpyBoy, Ad-Aware, xp-AntiSpy, SpyWare Blaster, CCleaner, and more has been removed with no effect.  I have removed everything questionable to no effect.  This is what is going on.
 
My processor usage is around 100% at all times, it is all going to:
 
Image Name "System" User Name "SYSTEM"
Mem Usage has been 144k, 220k, and 223k
 
I am about to lose it.  I have tried, honestly what I believe to be everything, short of a reformat.

Whenever I see Norton, I always suspect LiveUpdate. Try disabling that.

Liveupdate disabled, and then restart.  No effect.

What background programs do you have running? Sounds like you should go through your services list and eliminate those not needed:

I just did a format and reinstall....still acting up.

What system? Did you follow the reinstall guide for your system?

Run diagnostics from boot.

May be a hard drive about to die.
