XP SP2 Issues

Recently, I had SP2 installed onto my computer while it was in being serviced (this is not a Dell PC - my laptop from Dell works just fine). However, when I got it back, IE will not bring up any pages. OE will connect and download my mail, but I can not see the line inline pictures even after turning off the setting in Options -> Security. Any ideas? I am baffled at this point. Thanks!
