Don,

Go into the system bios and change the boot order to boot from the CD-rom first. That will prevent your current OS from loading. Put the CD in the drive and reboot. Follow the onscreen prompts.

what model dell computer do you have?
 
look at the "reinstall guide" for your computer in "dell support".. that will give you some ideas as to what is involved in installing an operating system on your model dell, even if you are installing win 2000 instead of win xp..
 
you could try doing a clean reinstall of win xp and see if that straightens out the problems that you are having..

Also, make sure you can find and get all the drivers for Win2K.  Most (if not all) XP drivers will not work and you will need Win2K drivers.
