xp toolbar not responding?Have you any ideas?

Question

my windows toolbar at the bottom of my screen keeps not responding. This was happing more and more frequently but now it is not responding at all, reboot no longer helps. I cannot click on the "start" button or hover over the task bar for program info.I have an xps 1710
Has anyone ever heard of this or had any experience?

If your system is all working well otherwise, try the "Taskbar Repair Tool Plus"

If you cannot access XP at all press CTRL + ALT + DEL and the Task Manager should open.
File/New Task (Run) and type in
explorer.exe
OK

Hopefully this will bring back the taskbar and start menu.
