Finlay figured it out. It's called a Display Splitter and it comes with the Dell PremierCollor app. It can be disabled by right clicking on the icon in the system tray.
it's not snap assist... but that is the only thing that come up when googling for window placement in Windows. That makes me thing it's not a Win feature.

Sounds like you're talking about "snap assist"?
