Either method of setting the CD_ROM drive as the first boot device will work. If you modify the boot order in BIOS you can reset it after reinstalling if you wish, but if the CD-ROM drive does not contain a bootable CD when you start the computer, it will default to the next boot device which in most cases is the hard disk and the system will start normally.
