Assuming you are using ThinOS on the 5070, there is no VNC "Client" on ThinOS. You would need to use either Dell Hybrid Client, or Windows 10 IOT to support VNC client.
ThinOS does contain a VNC Server, allowing you to shadow the thin client, but not connect from thin client to VNC server.

That's correct i use ThinOS. I assume its not possible to change from ThinOS to Windows IoT on same unit?

You are correct. There are legal, technical and licensing restrictions from converting to Windows.
