Nobody can help unless you post exact PC model and version of Windows.
Do you get stuck on that screen whenever you reboot or only after you press F12 at boot and start the diagnostics...?

I agree that without the computer model number it is impossible to narrow down the source of the problem. However I do have one question. That message is usually seen on the monitor when there is either a cable problem from the computer to the monitor, or the cable is not fully plugged in to either the monitor or computer. Have you checked the cable? The message means that no video signal is coming from the computer to the monitor.
Or...you could have a problem with your monitor.

We need all of the following to assist with troubleshooting =
* PC model
* Monitor model
* Operating system
* Video card or onboard GPU?
* How is the monitor connected to the PC using what ports and cable on both?
