Dell XPS Boot Problem

Question

I have a Dell Studio computer. It worked when I first got it, I had removed the hard drive and DVD player at first, and I put it away in my garage for quite some time... I recently found a use for it, and wanted to put it back together. So, I used the same parts, with a clean hard drive, but when I turn on the computer, It just beeps, and doesn't seem to want to boot up... The computer definitely responds, but provides no image, and makes a steady Beeping sound... I've had this problem with another Dell computer, on my XPS 420... I'm just wondering if there is something I can do, to make it boot up again. It doesn't really appear that each component, is broken or anything. I'm posting this here because I have a feeling this can be fixed...  Is there something I can do to reset the computer?

What is the beep sequence? What specific Studio model? Do you have an Operating System installed on the hard drive? Click the link below to download the online users manual for the system. Look in the troubleshooting section for resolving issues.
