Dell XPS Studio cpu
On my pc anything I do takes up a lot of cpu like 20-30 and my fans start going really fast and loud. I got a temp checker and my temps were really high. Is there anything I can do to change this or at least fix the fans without breaking my pc?

The heatsink is the radiator that sits atop the CPU. There's a thermal pad or thermal compound that seals the heatsink to the CPU. These do dry out with time - meaning it likely will help to replace that.

Make sure the heatsink is clear of dust -- and given that these are now a decade or so old, it'd be a good idea to clean off the old heatsink compound/pad and apply a new layer of heatsink paste.
