assuming your pc is a relatively new XPS 8930 (you did not say which model except that you posted question on XPS forum), try do a fresh clean install of Windows 10. maybe your wireless and LAN drivers or something else got corrupted.  Do you use speed test to check download speed?

Windows 7 COA keys can be used to activate once online as long as you install HOME or PRO based on what the COA key says.

XP and Vista Keys do not work for 10.
