Mouse input constantly failing

The mouse that came with my pc constantly fails to work, seemingly shutting down (Mouse speed indicator turns off), and only works if I hold the cord at a precise position. I’ve checked the mouse to see if the cable’s broken, but it doesn’t seem to be...

Get a new mouse.  They are very inexpensive.

It would be helpful in troubleshooting to know the following =
* Dell system model
* Mouse model
* Have you tested the mouse in all of the systems USB ports?
* Have you tested a different mouse in all of the systems USB ports?

1. Yes, that symptom is 100% "broken wire". Very common.

2. You can't see it with your eyes ... one of the thin copper wires is broken inside the cable. You COULD see it with an ohm-meter though.
