XPS 420, Ati Control Catalyst not installing
Lately I've been trying to install ATI Catalyst Control Center on my Dell XPS 420 using program compatibility. So far this is not working for me. Any suggestions as to what might work? Should I just give up and replace the GPU? A text from EVGA suggest I can move up to a Geforce GT 210 or 710. Would accept any and all suggestions.

What GPU do you have now?
What version of Windows is installed on this PC?
Do you know if your GPU is compatible with Catalyst in any version of Windows?
What version of Windows are you selecting for compatibility mode?
Do you know if Catalyst is compatible with the OS version you're selecting for compatibility mode?
Why do you want/need Catalyst?

Sorry, I'm not the right person to give specific video card recommendations, but there are a number of threads about upgrading the GPU in the XPS 420. Search for them.
Here's one to get you started. The post by Grumblemore seems to have some good info. Just be certain the new GPU doesn't require more than a 375W PSU, unless you want to upgrade that too, fully supports Win 10, and has the right digital video output port(s) for your monitor.

@RoHe , installed and discovered the file is corrupted it is totally useless. I was trying to get into the HDCP setting to disable, being that I use DVI cable and not VGA refuse to use VGA it is night and day difference. I am not into piracy being that that setting is enabled I cannot stream my Blu-ray collection on VUDU.com and playback on pc is toast as well. Yes I know such a small screen is not meant to watch Blu-ray movies but that is here nor there. Looks like it will be EVGA Geforce GT 210 or 710. Windows 10 64 bit, Dell 375 psu, 3 GB memory, Q6600 2.40 GHZ. Is it possible to install any modern-day GPU? Any suggestions? Thanks in advance.

The older dell cards based on RADEON HD series are legacy now.
The same is true for older NVIDIA cards GEFORCE 400 series and lower.

No additional driver releases are planned for these products.
The last operating system supported using the AMD drivers was AMD Catalyst 13.1
CCC is a DOTNET application.
You have to install DOTNET 3.5 AND 4.72

Then install CATALYST 15.7.1 which is the max for these cards.
NEWER ATI and NVIDIA cards DO NOT and will not work because they require
MSDOS VESA VIDEO MODE 103
NEWER RTX CARDS as well as ATI RX SERIES ARE UEFI ONLY.
Older NVIDIA CARDS up to and including 1080TI work fine in older Dells as long as the power supply supports the card.
The card in the video is installed on a 2006 XPS 400.
