Pretty old machine and will never upgrade to Windows-11. Normal Windows-10 support ends in a few years.
I would think hard before putting more money into it (especially for parts that can't migrate to next system). Maybe consider putting that money toward new one now. Windows-11 (and capable systems) are going to be with us for quite a while.

You can upgrade to any graphics card as long as you get a new power supply of 750 ways or more I recommend getting a rtx 3050
