XPS 8930, PSU problem

Question

I have an 8930 and it seems to need the PSU reset button to be pushed about half the time, it seems to jiggle the power (light blinks on for a second), then you can push the power on button at the front of the system.  Is this a PSU issue, CMOS battery issue?
