XPS 8930 slow upload speeds Again, and slow boot up speeds

Question

In the last few weeks my XPS8930 has very slow upload speeds (again) and boot time is much longer.

Previously I had disabled Killer Control Center on the Startup tab in Task Manager and also disabled Windows Update from install "manufactures apps and icons". Now the same snail pace upload speed is back, plus as added bonus the computer takes a very long time to bootup versus before when it was a few seconds. Some update the culprit?!!?

If your XPS 8930 is suffering from sluggish upload and boot-up speeds, here's what you can do:

Update Everything: Make sure your system is up-to-date with the latest Windows updates and drivers via Settings > Update & Security > Windows Update.
Lighten the Load: Stop unnecessary programs from launching at startup. You can do this through Task Manager's Startup tab.
Banish Malware: Run a malware scan to ensure no viruses or malware are causing the slowdown.
Network Check: Examine your network settings to ensure they're not restricting upload speed. This can be done in Settings > Network & Internet > Ethernet (or Wi-Fi) > Change adapter options > Right-click your Ethernet (or Wi-Fi) connection > Properties > Configure > Advanced > Speed & Duplex. Make sure it's set to Auto Negotiation.
Optimize BIOS: Make sure your BIOS settings are configured for optimal performance. Restart your computer and press the F2 key to access BIOS settings.
