I am assuming you have an Acer product namely a monitor connected to your Dell? This page should help and basically it is an Acer version of the Cloud as this page also describes. And yes you can uninstall it as it does start when you boot your system and is just another program taking up resources as far as I can tell.

I went into programfiles(x86)/Acer ran the setupfile to uninstall.
