XPS reset, now stuck in loop

I used "Reset this pc".  I get the "Hi there" screen that asks me to select country, time zone, etc.  When I click "Next", it takes me to a screen that says "Why did my pc reset" and says it's going to update.  When I click next it says "Just a moment".  Then after about five minutes I either get a black screen that says Dell or a black screen with a blue Windows symbol, then black screen, then back to the "Hi there" screen and the same thing happens again.  I've been through this over a dozen times hoping maybe some update was occurring but obviously I'm not getting anywhere.  I tried re-installing Windows from a usb but can't get it to boot from the usb.  I've tried pressing the power button off and on and then holding down/tapping F2, F12, F8 but I inevitably end up back at the "Hi there" screen.  I've tried pressing the power button off and back on three times but inevitably end up back at the "Hi there" screen.  What should I do?

I have a warranty good for a few more weeks. Can I get a new computer?

What model XPS? If F2 did not get you into the BIOS and F12 did not get you the Boot Menu then your timing is off when pressing the function keys. Also did you make the bootable USB using Microsoft's Media Creation Tool and procedure?

Thank you for your message What is the system model in question here?

Please run a hardware diagnostic by following the video on this link & check if there is an error.

If the system is under warranty I can help you with the repair or a part replacement as per the warranty. I am afraid, we do not have an option for a replacement.

For my reference, please click on the message tab next to your avatar– click “New Message” & search for my Dell username (Sreejith R) & send a private message with the service tag, registered name & email address.

How to locate the service tag

Your reset did not fix the physical damage to the hard drive.

You need a new blank hard drive and to reinstall the os from scratch.

XPS goes  back to 1990 , yeah 2 decades ago. non stated by you, nor OS loaded now, or OS history.

tell all OS ever loaded in this PC, by you. ? and what was on that USB stick you have.?

boot order is wrong btw.

boot USB

BOOT DVD

Boot HDD0, last, that way you can boot to USB first. ok? and hit the space bar to boot USB. ok>

(EL torito spec rules that)

hi there is Microsoft installer running or full major updates, w10

using a USB stick install now, only scrambles the update in progress and is doomed.

why not do the DELL recovery method, now, using the hot key (partition ) recovery. now.

what I do is always do a full HDD test , the full smart test, after all no OS on earth runs on a bad or weak HDD>

ever.

and if you try you waste days doing NOTHING.

no XPS posted, it has model.
