Bug: New XPS 13 9300 slow boot caused by intel INF errors
Hi,
I want to submit an issue to Dell that I believe is a driver/chipset INF issue that affects the 9300 lineup. I spoke with Intel on these issues and they confirmed that it will have to be dealt with by Dell.
The new XPS 13 (9300) takes about 50-60 seconds to boot Windows (while the dots are spinning). This issue persists even after reformatting/installing a fresh copy of Win10, installing/uninstalling all drivers, turning fastboot on/off, updating Bios to 1.0.7, etc.
It's likely the error is caused by thousands of driver errors, which is seen in the bootlog as:
BOOTLOG_NOT_LOADED @cpu.inf,%intelppm.devicedesc%;Intel Processor
The bootlog is 2,940 lines long, mostly comprised of these messages. Every other Dell laptop (XPS lineup, but not this year's model) that I've checked has a bootlog that is only a couple of hundred lines long.
How can this be submitted to Dell for them to look at? It's likely a driver issue. I contacted support and the representative was absolutely useless at understanding what I was trying to ask...
Can submit the full bootlog if needed.

Hi Team,
After installing Intel-Chipset-Device-Software_5MPRF_WIN_10.1.18121.8164_A09.EXE this issue looks to be resolved for me.
I am using a fresh install of windows not the original dell image as there was too much bloat on there for me.

@Anthony81 I got the tool and figured out how to run it, but I gotta be honest... I have no idea what I'm looking at once the data has been collected. I tried to figure it out but... no. LOL

@Draco32 That is the chipset driver that Dell released back in March (though I'm not sure why they re-released it as a ZIP file recently). I think we all have this installed, but the boot time is still quite slow. Is there anything else you did that may have helped? How many seconds is your boot time now? (from start of logo to login screen)
Is fast boot enabled?

Running that AO9.EXE did not fix it for me. I seen the newer date thinking it was actually updated. I also installed the newer bios released that has not come through Dell assistant. Still no change with the slow boot time.

It's now 6 seconds to boot into windows.
I also have dell bios 1.0.11 installed

@Draco32Interesting. If you restart the PC instead of shutting donw and turning on, is boot time still 6s?

@korngtl15 I actually got the BIOS update via my POP OS (Linux) installation however it looks do be available here https://www.dell.com/support/home/en-au/product-support/product/xps-13-9300-laptop/drivers under BIOS

Interestingly restarting is about 20 seconds.
Starting from cold I do not even see the spinning dots anymore. Probably a bit more optimisation to do for the restart option.
The cold boot was really bothering me. So quite happy that it looks to be resolved for me currently.

@Kyle Sh.In my case I can see that this PreSessionInit phase takes 32sec, what I can't figure out is how to find out what is causing this delay.
It looks like other forum members had success and managed to fix this issue.

Interesting reports from @Draco32 .
On my side, I unfortunately have the same behaviour as before.
I recently try to directly slipstream the last released Chipset INF by DELL, and all released drivers, directly into the install.wim of Windows 10 1909.
I did not notice any difference.
Yesterday, I did the same with the last Windows 10 release (2004)…again same slow boot.
I have also the last BIOS.

Do you have Fast Startup enabled in power settings? My Fast Startup boots are typically 10s. But a true cold boot or restart takes 45s of more.

Interesting when I reboot from Linux to Windows I get a fairly slow boot but then as soon as I am in windows and do a power-off and boot up it is working quickly again at around 6 sec. Is this the designed way of how fast boot operates I'm unsure.

@Draco32, yes thats how fast boot operates. It combines elements of a cold shutdown and the hibernate feature.
Tomorrow Dell engineer is going to replace hard disk in my laptop. Will report back if that "procedure" fixed the issue.

Hello. I had same problem. I made a quick test from dell website and they found a problem to this driver Intel® Management Engine.
go here: https://www.dell.com/support/home/ro/ro/robsdt1?app=products&~ck=mn go to diagnostic and make a quick test. you will see that they will found an error to management drive and suggest to update. After this your pc will load in 7 seconds.

Woah!!! These drivers made fast boot incredibly fast for me! The boot time is still quite slow (maybe 40 seconds) for a regular boot/restart, but the fast boot is just a couple of seconds now.
