There was no hangup in payment. None. The payment was posted as pending in my account, which means all Dell had to do was get the money.

I get that laptops are in demand, and the one I ordered had excellent specs at a decent price. Maybe there were fewer available than were posted on the outlet web site. Inventory management is hard under the best of circumstances. But just cancelling my order without even bothering to notify me with a courtesy email, and then blame the CC company, is just bad customer service. I spent almost three hours on the phone trying to understand because I didn't want to order again and have the order cancelled for something preventable.

I've bought Dells for years, and used them at work for longer. It isn't the product I'm unhappy with, it is the inexcusably bad customer service.

Basically, just about any hang-up in payment will result in a cancelation -- notebook computers are in a demand exceeding supply mode and have been for some time.

It's also possible that supply constraints might play a factor (a lot of current models like the XPS xx10 systems are in phase-out mode, having been or soon to be replaced by the xx20 models).
