@ejn63 I think I made a mistake in my original post, I believe my dock is WD19S not WD19 as I said. I am using the USB-C port to connect it to my laptop. Sorry, I'm not an expert with all this, and I didn't buy the dock it was supplied by my previous employer.
@Chino de Oro I think I made a mistake in my original post, I believe my dock is WD19S not WD19 as I said. I am using the USB-C port to connect it to my laptop. It has 2 DP and 1 HDMI port and I'm only trying to connect one monitor. The table you pointed me to suggests I should be able to get 3840 x 2160 @ 30Hz using either DP or HDMI but neither give me greater than 1920 x 1080.
Same thing with WD19S docking station, you would get a 4K display @ 30Hz or a 4K display @ 60Hz with display stream compression.
With a single monitor setup, you should get 4K resolution with either HDMI or Display Port cable connection. Be sure to power on the monitor first before boot up your laptop so it can sense the monitor's EDID resolution. Sometimes, high quality cable does have an impact on achieving the native resolution. Avoid using any converter adapter in the connection.

Are you using the Thunderbolt port for the dock (not the USB 3.1 ports)?

Here is the WD19 User Guide with display resolution table. The display port available bandwidth determines the maximum resolution for monitor(s) being used.
