Can’t sign in
The computer won’t let me sign in without an internet connection. It looks like it wants me to sign in using a Microsoft account (and that’s the only option). Since when can you not use a PC without an internet connection?

If you want to set up an account without an MS account then this video will help. This link from MS may help as well.

For Win 10 you can go to settings > account > Sign in with a local account instead
For window 11 : It doesn't allow you to do that straightforward . So use CMD to create a new user
