Dell XPS 9510 clock_watchdog_timeout

I keep getting the following error message below. 

The laptop screen goes black and unresponsive. I have to plug in an external monitor to get the follow error message below. Doesn't seem to be heat related as it happened during casual browsing too and the fans weren't at its maximum. 

I was on bios 1.6 something and have recently updated to 1.8 and this still happens. 

Are there any other solutions ? I even tried a fresh windows install but no luck.
