Intel GPU Error Code 43 on Startup

My XPS 9570 returns an error for Intel GPU (code 43) in device manager on startup. This error prevents me from using external monitors, adjusting brightness with F11/F12 keys before disabling then enabling the gpu via device manager. I contacted Dell Support and they replaced the motherboard, however the issue is not yet resolved.

I tried various versions of Windows (1803 and 1903) downloaded from both Dell and Microsoft website. I also tried different versions of display driver, still no solution.

Any ideas?
