Which Dell XPS 13 are you using? Mine has just a slight delay (less than a second) but only on my Bluetooth mouse. Can you try going to Device Manager, then go to Bluetooth, then Intel Wireless Bluetooth. Right click to go to Properties, go to Power Management and try turning off "Allow the computer to turn off this device to save power". With this option turned off, my mouse responds immediately.

My issue was the bluetooth mouse was freezing intermittently every few seconds even when in use.
