No BIOIS option for disabling PowerShare.

I have a docking station / cooling pad that runs through my XPS 17 as I use it 90% of the time as a desktop-style computer with three 4K monitors.

When the computer is off or hibernating, I notice that the USB Power still allows the cooling pad to be on. This is annoying and makes me think the computer is still on, etc.  I have read that there is a "Disable Powershare" option in BIOS but my version of BIOS does not seem to have this anywhere. 

How can I disable Powershare entirely on this machine?  Please note I do NOT wish to share my "service tag" with Dell. Thank you!
