PD charge not detected at boot

On my XPS17, the boot cycle does not seem to recognize the USB3 PD, even with the OEM power supply.
If it is plugged in when i boot up, the laptop is not charging even though it is plugged in.
If i reboot while plugged in, the laptop, which was charging, will not be charging after the reboot
If i unplug and re-plug after the laptop has booted up, it charges fine
