USB PORT 2.0 NOT WORKING - DEVICE DESCRIPTOR REQUEST FAILED

Hi all, Having a strange time with my top left USB port on my Dell XPS 9560. The very same USB port works fine for my phone, flash discs, my sports watch and hard drives. I can access them all perfectly fine. It also has power as I can charge off of it. But when I try connect my USB mouse or keyboard (both of which work fine on the other 2xUSB ports on this same laptop, and all other machines) I get an UNKNOWN USB DEVICE - DEVICE DESCRIPTOR FAILED Code 43. I have already tried the following: 1. In device manager, uninstalling all the USB hubs and devices, followed by a restart. The same error returns immediately, without even having to plug the USB keyboard or mouse into the laptop. 2. I tried the above in safe mode. 3. I have downloaded and updated all drivers (chipset inc) and bios. My system, as Support Assist tells me, is totally up to date. 4. In the power settings, I have disabled all USB suspension settings, for battery and AC power. 5. I have run the hardware trouble shooter, which is useless. 6. I refreshed my version of windows. The only thing I have not done is update to Windows 2004, because of all the bugs. I thought it might just be a straightforward hardware issue, and the port was physically faulty, but I don't understand why harddrives, flashdiscs and my sports watch would then work fine in the same port. Please, does anyone have any ideas?
