entering and leaving S3 sleep does take a few seconds. I've had a share of sleep issues with my 9550 and I prefer sending it to sleep via the start menu, double checking if it has indeed gone to sleep and not awoken a few seconds later.
You may try reflashing BIOS, because this sometimes fixes certain sleep issues (resets something).
what the OP describes is still known as sleep mode, and is useful with the 9550, and thankfully not replaced with modern sleep / connected standby on older models.
MS/CS may enter and leave sleep a second or two faster than S3, but isn't bag-safe, as the laptop may choose to do work it fancies to do as deemed appropriate by the Windows OS and app developers. The user isn't allowed to turn this off! The workaround is to use Hibernate, which takes closer to half a minute!? Please return S3 on new laptops (like Lenovo did) until MS/CS can be configured to be functionally used the way S3 worked - sleeping deeply, not heating up in bags, and not draining the battery at a faster rate.
I'd respectfully disagree that newer computers don't take a long time to start, and some of us need much more time to set up application environment again.

Apparently what your post describes was previously known as "sleep mode". Microsoft replaced it with "modern standby" which is a bit different.
I normally don't recommend using sleep mode because newer computers don't take the long time to start up that they used to and it's just safer to turn off the computer.
