XPS 15 9570 Finger Print Reader no longer working after new Windows install

I have re-installed windows onto a new hard drive and I can't get the finger print scanner to work.

I have installed the Goodix driver from the driver page and this hasn't helped. I have removed the device from device manager and reinstalled and that hasn't helped either.

I saw somebody mention reinstalling Intel Software Guard Extensions fixes the problem. If I download this driver and try and install, it tells me that I have a later version already installed and the process fails.

If I try and set up the fignerprint scanner in Windows Hello - it asks me to repeatedly place my finger on the scanner. Nothing happens though. It just hangs.
