I ran the installer yesterday(Intel Processor Power Management Utility | Driver Details | Dell US), and though it did say that it was successful I cannot find any evidence of it existing on my system.
There's no entry in Programs and Features, Apps, or Dell Update System Information.
There is also no key/value/data for "Intel Processor Power Management" anywhere in the registry, as indicated in the mup.xml file bundled with the installer:

The log file ("C:\ProgramData\Dell\UpdatePackage\Log\Intel-Processor-Power-Management-Utility_7PP83_WIN64_9.402_A00_01.txt") had a "Vendor Software Section" that was blank, and where I'm suspecting most of the action was taking place (which was quite a bit according to Process Monitor).
Two entries in particular are concerning:
- MUP Spec version is less than 3 or Not a DCH Package.
- Legacy installation is selected. Calling Vendor Installer...
I'm not sure if the "Legacy installation" is the problem, which seems to be triggered by the "version/ DCH" check.

I have also tried looking into PPM-TGL-preview-v9.402.ppkgd with provtool, but couldn't find any usage information for this command.

Also, each successive run of the installer fails with no useful information in the log file as to why (and still with a blank "Vendor Software" section).

Important Information:
For this package to take effect, the system power plan must be set to Balanced under the Additional Power Settings.
Also, the Power Mode option that is displayed when you click the battery icon, should be set to Better Performance.
This package only takes effect on AC power and not on battery power.

Do I need to reinstall now that I've set my power settings?
I just spent all morning combing through a Process Explorer log of another failed install attempt and couldn't find what files it (tries) to copy. Again, it did install successful yesterday with the manual installer. I've read online that at least one of the files is "intelppm.sys", which is present, and has a creation date of 10/12/2020.
