XPS 9710 BIOS Admin Password not available for setup - old and new passwords greyed out

I wanted to protect the laptop for a travel purpose and decided to set a bios password, however it seems that there is no way to do that. I have never touched this section and purchased the laptop new from dell.com so there is no "old password".

This happens when a password is set for SSD or SSD has hardware encryption enabled that causes a bug in Dell BIOS described here: https://www.dell.com/community/Precision-Mobile-Workstations/Disable-Dell-Security-Manager-Password-Prompt-With-Bitlocker/td-p/8321565

That's why that box is greyed out.  You need to enter a password (which you should store in a safe place separate from the system once it's set).
