I have found with a similar problem on my XPS15 9560, that shutting down the system and then disconnecting the battery for a few minutes can reset the situation.  If you have the right torx driver it's pretty straightforward to do.

That said I am also suffering from an overall loss of performance and laggy experience recently.  It first appeared after Dell Support Assistant downloaded some new updates a couple of months ago (bad enough that I did a system restore to get rid of them), but after another round of updates the problem is back again.

I have found that even just watching YouTube full screen is enough to cause the system to throttle and it doesn't seem to be able to run faster than 1.88GHz despite having a 2.8GHz i7 CPU and 32Gb of RAM.

Monitoring with Intel Extreme Tuning Utility shows no overheating, however, when it throttles from 1.88 right down to 0.8GHz it does show "power limit throttling" (see the image) - and I note a lot of ominous looking posts online regarding this issue.   Strange though that its just come up as an issue after the recent update....

@Adam68 : seems like you got a similar problem but not as severe. My computer is always on max. 0,8GHz, no matter if cold and idle or an hardware intensive application is running. Changing the power supply did not help.

I downloaded the ThrottleStop application and ticked the box "BD ProcHot" of, that caused the core frequency to behave normally, scaling up to 3,5 GHz. Now the computer is as fast as it was brandnew. 

The issue with deactivating BD ProcHot is that the temperatures can go pretty high and there is some danger of damage. But I observed the temperatures on high performance applications and it never exceeded 79°C. 

At the end this is a workaround one can live with, but far from a real solution. I also read it could be caused by defect sensors on the motherboard, so the system is always in safety mode. But exchanging the motherboard would be close to a economical "total loss" of the laptop.

About Power limit throttling and other throttles, nothing is activted but still 0,8 GHz max:

Did you try disconnecting the battery?

I have bought thermal pads and paste, so will try removing the heat pipe assembly and reapplying thermal grease to the CPU and GPU and also fitting thermal pads to the power MOSFETs to see if it helps.

My CPU speed seems to be regulating itself again now BUT just watching YouTube full screen is enough to send it crashing down to 0.8GHz with "power limit throttling" highlighted with a big yellow YES and stuttering video.

I’m experiencing the same problem! Just bought the new XPS13 in June and I’m extremely frustrated with how much it lags and crashes! Just moving the cursor across the page takes up to a minute! I’ve tried to scan for viruses and keep my laptop updated but this is extremely frustrating and disappointing especially considering the 2K dollar price tag!!! I have the i7 with the 32GB RAM and I’m still experiencing delays more than my old 500$ i5 laptop! If anyone has a solution for this please let me know.
